      The paper aims to compile complete and accurate design estimates to control the project cost. Starting from the function and significance of compiling design budget estimates, the causes of the problems weresorted out. Construction units, design units and government management departments wereall responsible subjects.All of them areinvolved in the whole process ofinvestment control.
